I want you to think about this:

who says that February is incomplete when in fact it is the most exact mo. of all the mos. in the calendar why? there is 7 days in a week so in two weeks there are 14 days plus two more weeks that makes it 28 right? therefore February is so exact which makes abnormal to almost evryone :)
