I think what the quoter meant by this is that sometimes you have a lot of pent up anger over a certain issue that you may have been quiet about for a long period of time. It gets to the point where you can no longer take it any more and you speak your mind and finally feel better about it. That's how I interpreted it anyway. Theres a difference between impulse angry speeches, and those that are well thought out.
